Project Description

The Milner Ridge Correctional Centre (MRCC) is located in the Rural Municipality of Lac du Bonnet, Manitoba.  The site was originally established in the 1950's as a North American Aerospace Defense Command (NORAD) radar base and the property later transferred to the Government of Manitoba and converted to a minimum security correctional facility. MRCC is in the process of converting from a minimum security correctional facility to a mixed minimum/medium security correctional facility to accommodate adult male inmates.  The Government of Manitoba, represented by the department Infrastructure and Transportation (MIT) is the Owner of the MRCC. The Department of Manitoba Justice, Corrections Division, Adult Corrections (JUS) currently occupies and uses the MRCC.  MIT has retained Number Ten Architectural Group as prime consultant (Consultant) who is currently working with MIT and JUS at the design stage.  MIT intends to deliver the project using a fast-tracked team based construction management project delivery method.  MIT has retained PCL Constructors Canada Inc. (PCL) as the Construction Manager, for pre-construction services.

The project consists primarily of the development of a new single-story medium security unit comprised of approximately 50,000 square feet of usable space consisting of approximately 80 double bunked cells segregated into clusters of living units with mezzanines in cell areas; a central control station; required operational support spaces; and, a food services area.  Construction will typically be to a medium security level. Containment areas will be non-combustible construction such as grout-filled reinforced masonry and concrete. Sustainable technologies and green building elements will be incorporated where possible.  All activities associated with construction of the new building must consider that the existing facility will remain operational as a minimum / medium security correctional facility.
